Summerset Shadows is a quest available in The Elder Scrolls V: Skyrim in which the Dragonborn must disrupt the operations of a rival criminal organization, the Summerset Shadows to maintain the eminence of the Thieves Guild. She does however tell the Dragonborn the location of their hideout, and says she will begin to fence for the Dragonborn and the guild if they can get rid of the Summerset Shadows. Preferably, leave one or two Thieves Guild Small Jobs quests unfinished by not speaking to Delvin or Vex to complete them yet. When done, he tells the Dragonborn about his daughter, Fjotli, and how he believes their leader, Linwe, killed her (though unbeknownst to him, it was actually the the Butcher). They are enemies of the Thieves Guild and most of them were eliminated by the Thieves Guild, including their leader Linwe. WindhelmUttering Hills Cave Travel to Windhelm and upon arriving, there will be information that there was a brutal murder in Windhelm not long ago. my armor set is the Ancient Shrouded Armor set, which you get in the Dark Brotherhood questline. Otherwise, the Dragonborn will need 'leverage' to get her to talk, which can be found in the form of a note in her house from Linwe. A wealthy merchant from Windhelm named Torsten Cruel-Sea has requests our assistance. She also tells the Dragonborn how Linwe didn't kill Fjotli, but merely stole it off her corpse.
